CCRPC sets legislative‑breakfast priorities: housing, wastewater staffing and regional plan review on the agenda

Charlie framed topics for the breakfast, emphasizing housing and related items including Act 181 tier‑mapping and possible additional time for the Land Use Review Board to develop tier 3 natural‑resource protections. He also raised concern about the state's ability to process applications for the $200 million-per-year CHIP wastewater financing program and described discussions with the DEC commissioner to surface processing bottlenecks.
Board members urged attention to both urban and rural needs: Dana and others said septic disposal and small community infrastructure can limit growth in designated areas; Garrett and others cautioned about balancing local control with state action to move stalled initiatives. Several speakers underscored Chittenden County’s outsized role in the state economy and public policy; Charlie said the region’s needs should be emphasized to legislators.
Members also discussed governance and intermunicipal cooperation, local-option tax sharing and transportation funding stability. Charlie noted CCRPC will host a public meeting Dec. 1 as part of the regional plan’s Land Use Review Board pre‑application period; staff will collect agency comments and return with recommendations in January.
The board did not take formal votes on policy positions at the meeting but asked staff to refine topics for the executive committee and the legislative breakfast in December.
