Council names StructurePoint qualified third‑party reviewer for Bell Road East project

South Russell Village Council on Dec. 8 moved to recognize StructurePoint as the village’s third‑party plan reviewer for the Bell Road East project and to authorize the mayor to send a selection letter and request a fee pricing proposal.

Engineer Eric briefed the council on the project and said ODOT requires a third‑party plan review consultant for projects that seek ODOT funding. The street committee reviewed the statements of qualification and recommended StructurePoint as qualified to perform the review. "We found StructurePoint qualified, and I would like to make a motion that we recommend them as our third party reviewer for the Bell Road East project," the street chair said.

Council moved, seconded and approved the motion. Solicitor and staff explained that the selection step determines qualification only; the village will next request a pricing proposal and, after fee negotiation and contract drafting, the council will have a subsequent opportunity to approve any contract.

Council members asked about the two‑step process used for ODOT projects — first confirming qualifications, then requesting a fee proposal — and staff reiterated that soliciting a fee or contract in the initial selection step is not permitted under the competitive process used for such work. No fee or contract was approved at the Dec. 8 meeting; Council authorized staff to proceed with the qualification notification and fee request.
