CCRPC reports small FY26 Q1 surplus, approves TIP bike/ped amendments

The Chittenden County Regional Planning Commission board on Nov. 19 approved its FY26 first-quarter financial report and a Transportation Improvement Program amendment to add two VTrans bike/ped grants in Chittenden County.
Forrest, CCRPC finance staff, told directors the organization had revenue in excess of expenses of about $8,400 through the first quarter, driven in part by ECOS-plan billing and transportation staff work. "So this is a nice first quarter for us. We have, net income or revenue in excess of expenses of about $8,400 through the first quarter," he said.
Board members questioned rising personnel costs, which Forrest clarified were higher year‑over‑year because the organization has more staff and salary increases; he described the amounts as expected and within parameters. Members also asked whether federal funding uncertainty could affect the outlook; staff said they saw no immediate threats to FY26 but would monitor developments and the organization’s revolving loan servicing.
On transportation, Christine presented two VTrans bike/ped awards: additional funding for a Hinesburg crosswalk and a new shared-use path on Route 15 in Essex between Essex Junction and Route 289. The board noted the MPO-only nature of the TIP vote and approved the TIP amendment.
Jeff moved to approve the first-quarter financials and Garrett seconded; the board voted to approve both the financial report and the TIP amendment during the meeting.
The board asked staff to continue monitoring federal funding and to report back if any material risks appear.
