Lewis County commissioners approve package of resolutions, award contracts and set tourism grants

On Dec. 16 Lewis County commissioners unanimously approved a package of deliberation items including an RFQ for hydrology services (Res. 25-366), a boiler contract (Res. 25-368) to Elite Mechanical ($345,685.65), appointment to the Solid Waste Advisory Committee (Res. 25-369), surplus property (Res. 25-370), county road project assignments (Res. 25-371), tourism grants totaling just over $1,000,000 (Res. 25-372), and several collective bargaining agreements (Res. 25-373–25-375).
Lewis County commissioners voted unanimously on Dec. 16 to approve a package of resolutions and contracts covering procurement, appointments, surplus property and labor agreements.
The board approved Resolution 25-366, which issues a request for qualifications for 2026 hydrologic, hydraulic and geomorphic (HHG) services to support public works projects. County Engineer Wes Anderson told commissioners the RFQ creates an on-call consultant pool for projects expected to arise during the coming year.
Resolution 25-368 authorizes the removal and replacement of boilers at the Law and Justice Building; Matt Pitano of Capital Infrastructure reported that Elite Mechanical’s proposal ($345,685.65) best met the evaluation criteria. The county approved the recommendation.
Resolution 25-369 appoints Samuel Schellinger to the Lewis County Solid Waste Advisory Committee with a term beginning immediately and expiring on 06/01/2027; Rocky Lyon (solid waste manager) said Schellinger is a city council person for the city spelled in the record as “Massaroque.”
Resolution 25-370 declares multiple items surplus, including equipment and vehicles (an older F-350 pickup and a Dodge Charger among the listed items), and directs disposition by auction or interagency transfer as appropriate.
Resolution 25-371 initiates county road construction projects and assigns county road project (CRP) numbers for the countywide 3R program and the 2026 countywide miscellaneous safety and guardrail projects; Wes Anderson said both were included in the Transportation Improvement Program and the approved annual construction program.
Resolution 25-372 awards tourism contracts: the clerk reported 25 contracts for tourism projects across the county with funding just over $1,000,000 for 2026.
County Manager Ryan Barrett summarized three collective bargaining agreements: Resolution 25-373 with AFSCME Local 1341 (01/01/2026–12/31/2027), Resolution 25-374 with the Lewis County Corrections Guild (01/01/2026–12/31/2026), and Resolution 25-375 with the prosecuting attorney and the Association of Lewis County Deputy Attorneys (01/01/2026–12/31/2028). The board approved the packaged deliberation items 3-0.
Motions to approve the notice, consent and deliberation items were moved and seconded by commissioners (movers and seconders recorded in the meeting record) and carried by roll call or voice vote with the outcome recorded as "Motion carries 3-0."
