Council opens discussion on warming centers; asks staff and police for logistics and liability analysis

An unnamed council member raised concerns about residents experiencing homelessness and asked whether city facilities — for example a gymnasium — could be used as emergency warming centers during periods of extreme cold.

"I'd hate for us to wake up and see that people froze to death on our streets," the council member said, urging city leaders to consider interim solutions until local nonprofits can organize services similar to neighboring municipalities.

Council members and staff discussed common logistical questions: whether liability and insurance would cover incidents at a warming center, how staffing and security would be organized, and whether police time would be diverted if officers transported people to Carrollton shelters. One councilor recommended engaging churches and other nonprofits to provide food and monitoring so the city is not expected to bear all operational costs.
