South Russell planning commission approves two small businesses, clarifies application procedures

At its Dec. 11, 2025 meeting, the South Russell Village Planning Commission approved two separate applications and discussed rules for application completeness and commissioner absences.
PC case 25-15: Foundational Pelvic Therapy — The commission approved an occupational/therapy clinic at 200 Industrial Parkway Unit 4E after reviewing parking arrangements and a withdrawn sign application. Staff and commissioners discussed site access; the motion to approve was moved, seconded and recorded with affirmative voice responses. The transcript records commissioners saying "yes" during the vote, with named acknowledgements in the discussion portion of the minutes (Luis Sedanov — yes; Art Porter — yes; Bill Cruz — yes; Striker — yes).
PC case 25-16: The Neighborhood Office — Applicants Christian Hunter and Peter Carey sought approval to open The Neighborhood Office at 1225 Bell. Commissioners and a neighboring business owner discussed parking turnover, PO boxes and the applicant’s planned January move-in; the commission moved and seconded approval and the motion passed.
Old business and procedure — Commissioners revisited prior questions about when applicants need to be present for scheduled public hearings and whether applications should be considered incomplete without a parking plan. The solicitor and staff advised that while best practice is to have an applicant representative at a public hearing, it is not mandatory to schedule the hearing only when the applicant can attend. Staff also said development review criteria include parking, loading and landscaping and that absence of required materials can be grounds to ask an applicant to return with a complete submission.
Next steps — Staff will continue processing the approvals and the commission asked applicants to follow up with any outstanding documentation (for example, the revised parking plan required in the PC case 25-14 conditional approval).
