After public pushback, Loxahatchee Groves amends spokesperson resolution to spell out hierarchy for legislative representation

Public commenters and several council members raised concerns that the language could shift decision‑making authority or reduce transparency if the mayor could unilaterally designate an alternate who was not a councilmember.
Public commenter Sheetal Sood said the proposal "goes beyond" a ceremonial role by enabling the mayor to handpick alternates — including a town manager — and questioned why lobbyists would be coordinated through a single individual. Cassie Suchi and others urged that duties in the charter not be effectively rewritten by resolution and recommended a public process for any charter change.
Council discussion emphasized two competing principles: (1) the charter designates the mayor as the town’s voice and (2) the need for safeguards that prevent unilateral use of delegated authority without council direction. To balance those concerns, members amended the resolution to specify a hierarchy of representation — mayor, vice mayor, then the remaining councilmembers by availability — and to clarify that any legislative positions should reflect council direction and be presented as a legislative platform for council approval.
The amended resolution passed 5–0. Council members said the change preserves the efficiency of having a clear designated spokesperson while ensuring the council’s majority direction governs legislative positions.
Next steps: staff will prepare a written legislative platform for council consideration in January; the amended resolution will guide delegation for the upcoming legislative session.
