The Lewisville Planning and Zoning Commission voted Dec. 2 to recommend that City Council approve a zone change to a Planned Development (PD) for a 0.6158-acre property at the southwest corner of South Cowan Street and Hickory Street.
Planner Lily Sutton said the applicant, represented by Stephen Homeyer of Homeyer Engineering Inc., requested the PD to relax several Unified Development Code (UDC) requirements so the site can fit the developer's desired layout. Sutton summarized the key requests: reducing internal alley/private-drive minimum width from 24 feet to 18 feet and substituting existing mature trees along the southern property line in place of a required 6-foot screening wall plus a 10-foot landscape buffer with shade trees planted 50 feet on center. Sutton said staff had received two letters of opposition, one citing concerns about density and property values and another questioning the health of the on-site trees. "Given all of this information, and that town homes would be allowed by right at this location, staff does recommend approval," Sutton said.
Staff also told commissioners that the development review committee and the fire department reviewed the plan, raised no objections, and that all units will be sprinkled. Staff described on-site maneuvering provision — "there's actually 27 feet between garage doors and the sides of the homes to the west" — and said the private alley was the primary reason for seeking the PD.
A commissioner said the site is small, Cowan is a busy street and that an 18-foot drive is "really small," noting the southern property owner would have required retaining wall under the current zoning. The transcript records the motion: Commissioner Francesca moved to recommend approval; Commissioner Joshua (appears in the transcript as "Josh") seconded, and the chair announced the motion "carries." The transcript does not provide a clear vote tally for the commission on this motion; staff stated the item will be considered by City Council at a second public hearing on Monday, Jan. 5, 2026, at 7:00 p.m.
