SHELDON, Texas — The Sheldon ISD Board of Trustees voted unanimously to adopt an amended district of innovation (DOI) plan and to accept a package of local policy updates provided by the TASB policy service that the district said reflect recent state legislative requirements.
Trustees discussed language added to local policies (including DFBB local) related to conduct and term-contract nonrenewal provisions that reference diversity, equity and inclusion (DEI). One trustee asked whether local policy language was responding to a local problem or simply aligning with state-required updates. District legal/policy staff told trustees the language resulted from state legislative action and TASB’s legal updates and must be mirrored in local policy.
During the exchange, staff said the district is on update 126 of TASB’s policy recommendations and that many districts will receive the same updates across the state. "This is part of TASB's response to legislature that was passed in the 89th regular session," a policy staffer said, explaining the basis for the new DFBB language. The staff member added that while the board encourages problem-solving and grievance procedures for employee complaints, the First Amendment protects public comment in board meetings and the board cannot entirely prevent an individual from naming an employee during public comment.
Trustees moved and seconded the motion to adopt the DOI plan and to accept the policy manual update; the motions passed unanimously. Board members asked staff to continue providing guidance on grievance procedures and to ensure the district’s online policy pages show updated issued dates for public reference.
The action formalizes the district’s local-policy approach to legal changes and sets the district’s policy manual in line with the TASB update the staff presented.
