Staff presented the annual report required by the Mitigation Fee Act covering development impact fee (DIF) categories, FY24-25 expenditures and updates to the capital improvement plan. The report detailed fee categories (streets and thoroughfares; traffic control facilities; storm drain; parks and recreation; open space; Quimby fees), FY24-25 expenditures on four projects and the current fund balances.
Staff highlighted that as of June 30, 2025 the DIF funds had collected approximately $206,000 in fees, earned about $100,000 in interest and expensed roughly $360,000 during the fiscal year; the ledger balance reported was approximately $2.2 million. Staff also noted a typographical error in the staff report regarding which DIF funded a crosswalk project and clarified reporting requirements under the Government Code when sufficient funds are not collected for certain capital projects.
Council moved, seconded and unanimously adopted Resolution 6427 accepting the annual report and CIP updates. Staff said project prioritization and deeper CIP sequencing would be discussed at an upcoming study session and when grant opportunities are pursued.
