Emergency management staff said the county is pursuing a $375,000 grant to update the countywide plan and to prepare annexes for each participating city and special district; if funded, the grant would fully fund Carpinteria's annex work with no direct cost other than staff time. If the grant is not awarded, the city's estimated share could be about $25,000 depending on participation levels; staff said any such expense would return to council for approval before commitment.
Staff emphasized benefits of county participation: consistency of modeling and mitigation strategies across jurisdictions, improved regional coordination for cross-border hazards (wildfire, flooding, seismic), maintenance of FEMA funding eligibility and efficiency compared with a standalone plan that could cost $50,000 to $80,000 for a single city. The county will lead outreach and modeling and Carpinteria staff will provide local hazard data and review draft materials; the annex will return to the council for adoption and FEMA certification.
Council approved the motion by roll call; the vote was recorded as four ayes.
