Council authorizes bids for Franklin Creek multiuse trail project

Assistant engineer Josefina Arregiga described the project as a roughly 900‑linear‑foot multi‑use trail that formalizes an informal path between Carpinteria Avenue and 7th Street. Proposed amenities include a concrete accessible surface, lighting, benches, landscaping and standard city trash receptacles. Staff said the project is programmed in the FY 25/26 capital improvement program and that a significant portion of funding will come from grants; no additional funding was requested at this time.
Public Works acknowledged a historical challenge in getting multiple competitive bids for smaller local projects and said staff will advertise broadly — including trade journals and local outreach — and will contact contractors directly to encourage bids. Council member feedback focused on plant choices and long‑term maintenance costs.
Motion: Council approved a motion to authorize staff to advertise the project and move forward with bid solicitation. Next step: staff will open bids, analyze apparent low bidder and, if within budget, bring an award recommendation to council.
