San Juan County commissioners approved awarding bid 25-26-07 for construction of a new San Juan Water Commission building in Farmington to B and M Silasen Construction Company (Farmington).
Central purchasing staffer Miss Chapman told the commission that 100 invitations were issued for the project and five bids were received; one bidder lacked the mandatory New Mexico resident preference certificate so the resident preference could not be applied to that bid. After applying the state resident preference where applicable and reviewing bids with the project architect, staff recommended awarding the contract to B and M Silasen Construction as the overall low bidder meeting specifications.
Miss Chapman gave the cost breakdown: a lump-sum base bid amount of $3,675,000 plus New Mexico Gross Receipts Tax (NMGRT) of $300,890.63 for a total contract amount of $3,975,890.63. Commissioners took no substantive debate and approved the award by voice vote after an expression of appreciation from a representative who thanked central purchasing for their work.
The county indicated staff will coordinate contract finalization and proceed with project administration under standard procurement and construction oversight.
