Pleasanton council raises manager signing authority to $200,000, approves consent items and temporary Altamont appointment

The Pleasanton City Council on Dec. 16 approved several operational items intended to streamline procurement and maintain transparency. Council voted unanimously to raise the city manager—s contract-signing authority from $100,000 to $200,000, with the city manager and council member Eichert agreeing that staff will provide periodic (quarterly) reports listing contracts signed in the $100,000–$200,000 range.
Council member Eichert had pulled the item to press for a transparency mechanism; city staff responded that about 50 agenda reports a year fall in the $100,000–$200,000 band and that a quarterly report would be more efficient and keep the council informed. Finance director Susan Shea noted neighboring Tri-Valley cities generally do not send staff-signed contracts in that range to council for individual agenda reports.
Earlier the meeting enacted the consent calendar by unanimous vote. Mayor Balch read an oral summary for item 2, which amends employment contracts for the city attorney and the city manager to increase salaries by 3.5% effective Sept. 1, 2025. Public comment on consent included remarks from Christine Dillman, executive director of Bridal Haven, thanking the city for PLHA funding that supported shelter operations.
On appointments, Council member Shelby Gaydos agreed to remain Pleasanton—s representative to the Altamont Landfill Community Monitoring Committee until staff opens the seat for public recruitment in the spring; the council approved that temporary assignment unanimously.
