Staff presented the residential application submitted by petitioner Hubert Peden, who said the house (built roughly 80-plus years ago) needs updated, energy-efficient windows but will retain the same 6-over-6 light pattern and color. Peden told commissioners the existing windows show wood rot and mildew on lower sills; he said the project will cap over and treat wood where needed and replace storm windows that staff characterized as a potential fire hazard.
Commissioners asked for clarification about the existing materials and the presence of storm windows; the applicant confirmed the current sash is wood with glass and that storm windows sit outside. Commissioner discussion acknowledged the owner’s desire to maintain visual pattern while improving efficiency and addressing rot. The commission opened a public hearing; no members of the public spoke.
After deliberation the commission voted to issue a certificate of appropriateness to permit replacement of the windows and removal of the storm windows. The vote was recorded on the record as passing 6–0.
The approval allows the applicant to proceed with the like-for-like replacement and specified removal of exterior storm assemblies.
