Lee Schools outlines bus-stop camera enforcement: warnings began Nov. 5; citations start Dec. 8

The district’s transportation and safety staff briefed the board on the bus patrol camera program that the staff say is designed to improve student safety at bus stops.

Chief/safety lead Dave Nuland said weekly reports show installation progress across the district’s fleet and that the public education (warning) period began on Nov. 5. “We have all of our 600 plus buses that will be equipped,” Nuland said, adding the program is run in coordination with the Lee County Sheriff’s Office and the Florida Highway Patrol motor-vehicles program acting as a vendor for e-citations.

Nuland summarized the process: when video evidence is captured, it will be reviewed by law enforcement; if validated, notices are sent to the registered owner with a video link and the owner has 30–60 days to request an administrative hearing. If no action is taken the matter may convert to a uniform traffic citation. He said the district’s data indicate up to 90% of recorded violators are first-time offenders and that the program is intended primarily as public education to reduce dangerous passing of stopped school buses.

Nuland presented fine levels: $2.25 for a video-validated violation and $2.70 in cases that go to a DOA hearing (which covers hearing costs). Board members asked about daily averages; Nuland said average reports show roughly 1,500 recorded incidents per week during the warning period. Trustees and staff discussed camera coverage (both sides of the bus) and clarifications about turn-lane and intersection behavior; staff reiterated that citations will follow the statutory process under Florida statute 316.173.

The workshop included questions and clarification but no board action; enforcement is scheduled to begin Dec. 8 following the warning period.
