Waverly council swears in officials, approves easement, final payment and appointments, and cancels Dec. 22 study session

The Waverly City Council used the meeting to administer oaths of office to reelected and newly elected officials and hospital trustees and to clear several routine but required items.
City Administrator James Broader administered oaths for the following (as recorded): Elle Raffy (council member at-large), Lynn Harmon (first ward council member), Bart Mackey (third ward council member), Laurie Everhart (hospital board of trustees) and Molly Hall (hospital board of trustees). The council congratulated the swore-in officials and exchanged certificates.
On business items, the council approved Resolution 25-144, declaring a public utility easement over the alley of Block 28 in Pretzmeyer’s addition (housekeeping to complete a 1950s recording); approved Resolution 25-153 accepting the Alley Reconstruction 2025 as complete and authorizing pay estimate No. 2 (final payment) in the amount of $1,890.32 to Baker Enterprises of Waverly; and approved Resolution 25-154 designating the Bremer County Independent/Waverly Democrat (or another qualifying publication if necessary) as the official legal newspaper for 2026 under Iowa Code §362.3. The council also approved mayoral appointments (Sally Thorson and David Lindner to the Waverly Golf Course Commission; Jackie Hansen to the Waverly Utilities Board of Trustees; Sheree Heumann to the Leisure Services Commission). The study session scheduled for Dec. 22, 2025 was canceled due to the holidays.
Staff reported that a yard/wayside site was closed to process storm debris and that crews logged extended hours for snow removal; staff asked residents to contact the office about leaf/yard-dump options. Council members and the mayor thanked staff for snow removal and encouraged residents to patronize downtown businesses now that the bridge and theater options are back in service.
Votes on the listed resolutions and appointments were recorded in the meeting minutes; most routine items passed unanimously or by voice vote among those present.
