Waverly council approves slate of resolutions, adopts city code and confirms appointments

- Resolution 25-155: Approved a memorandum of understanding with the Iowa Economic Development Authority and artist Ali (name appears with variant spellings in the transcript) to accept an IEDA "Create Community" mural award to place a mural on the Parks building near the trailhead. Staff said public input will guide final design.
- Resolution 25-156: Approved lease agreements for airport-adjacent property with private lessees at $274 per acre; staff described these as annual leases for land with limited alternative uses.
- Resolution 25-157: Approved a plat of survey for Parcel FF at 908 Cedar Lane; Planning & Zoning had reviewed the plat.

Staff emphasized the agreement is a listing only, not a commitment to sell.
- Resolution 25-159: Adopted a no-show policy and approved 2026 golf course fees after staff noted approximately $5,000 in lost fees in July tied to no-shows.
- Resolution 25-160 and 25-161: Accepted the West Water Tower Rehabilitation 2024 and the tailrace wall removal project as complete, approving final pay requests and maintenance bond acceptance where applicable (final pay to Tanks Co., Inc. $30,700; Peterson Contractors Inc. final pay $8,911.11; WHKS & Co. $1,767.36 were cited in staff comments).
- Resolution 25-162: Released Dave Schmidt Construction Co., Inc. from future maintenance responsibility for public infrastructure in Whitetail Bluff Addition after the warranty period concluded and staff review.
- Ordinance 1174: The council approved the third and final reading to adopt the City Code of Waverly, Iowa.
Other business included confirmation of mayoral appointments to boards and commissions and appointment of the fire chief for 2026. Councilmembers thanked commissioners and staff for research and preparation on several items during short discussions.
All listed motions and readings were adopted by council vote as recorded in the meeting; several roll-call votes were used for the resolutions and ordinance and were read into the record as affirmative.
