Richmond honors Jay Rio as 2025 Volunteer of the Year

"Jay, congratulations on being City of Richmond Volunteer of the Year," a city official said during the presentation.
Rio told the council he was "shocked" and thanked the community and festival volunteers for their support. The presentation noted other longtime volunteers (including a named past volunteer) and invited pictures and public acknowledgement following the award.
The award was presented before the council moved to the evening’s adoption agenda. The council also invited the public to a post-presentation celebration and photo opportunity.
