Richmond council approves wellhouse roof replacement and Well No. 9 cleaning contracts

City Manager said the 2026 budget includes $50,000 for roofing and building repairs at five of the seven wellhouses and two arsenic removal plants; R & J Seamless Metal Products was the low bidder and the council approved awarding the wellhouse roof project to that vendor for $36,500, with the cost charged to the water fund.
Public Works staff (Jim) told council the wellhouse roofs are at varying stages of deterioration and that it was cost‑effective to do most of them now. Council members asked about color and matching to existing DPW buildings and staff said the DPW color will be carried throughout.
On Well No. 9 (Skinner Drive), staff reported $40,000 was budgeted for inspection and cleaning and $15,000 for potential repairs. Peerless Midwest was the low bidder; council authorized cleaning and inspection for $27,532 and approved total authorized cleaning and repair expense not to exceed $47,474. A council member questioned why a fixed ceiling was listed when exact repair needs are unknown; staff said the figure is an estimate tied to likely repair scenarios and that actual work will be consistent with vendor estimates.
Both motions passed by voice vote. Council directed staff to proceed with contracting and to keep the council informed about any necessary repairs identified during the Well No. 9 inspection.
