Smyrna council approves consent agenda, police policy updates, and changes to public-comment timing

At its December workshop the Smyrna Town Council approved a routine consent agenda of contracts and service agreements and approved several other administrative items including police policy revisions and changes to public-comment procedures.
On the consent agenda, the council approved authorizations for design services at Rotary Soccer Park; a contract with MOMcast for email security services; an audit engagement for hotel-motel taxes; equipment purchases for fire and rescue units; a Cigna renewal for employee health plan administration; elevator modernization labor at the water treatment plant; right-of-way and NEPA services for intersection improvements; and an update to the town’s impact-fee study. Staff said these items had been discussed in workshops and were routine.
The council also approved proposed police department policy revisions related to court attendance, promotions, conduct, responsibilities and discipline as part of the department’s CALEA accreditation work. The Chief (name not specified in the public transcript) said Detective Anderson presented a discipline matrix at the workshop; council moved and approved the revisions by voice vote.
Council approved an ordinance amending municipal code Title 1, Section 1‑104 to move general public comment for non‑agenda items to the end of meetings after new business, while preserving the requirement to sign up 24 hours in advance and allowing comment immediately before an agenda item when the comment is specifically about that item. Staff said the change would be tried and could be revisited if it did not meet council expectations.
Appointments: the council appointed Tyler Short to the Board of Zoning Appeals to fill an unexpired term ending in 2026 and appointed Lynn Reynolds to the Linebaugh Library board to fill an unexpired term ending in 2027; both appointments were uncontested and approved by voice vote. An emergency purchase to repair a guardrail on 7 Oaks Frontage Road estimated at $11,025 was announced as an informational item and required no council vote.
Council also received financial status updates showing October state-shared tax of about $790,000 and local sales tax receipts of roughly $1.8 million, and staff announced holiday office closures and upcoming parks events and outreach for the parks master plan.
