The Scottsdale Development Review Board approved case 6-DR-2025, the Park Phase 1 mixed-use development on the former Cracker Jacks parcel east of North Scottsdale Road.
Planning staff summarized the phased proposal: about 106,000 square feet of commercial space, a 40,000-square-foot fitness center, roughly 159 residential units, and a two-acre central park anchored by retail and restaurant pads. Staff said the project includes undergrounding overhead power lines along Scottsdale Road, installation of a traffic signal at Paradise Lane and a commitment to pedestrian connections to the adjacent Scottsdale Promenade Shopping Center. Staff also noted future commercial pads are planned to return to the Development Review Board for separate review.
George Malara, founding partner at Nelson Partners and the project's presenter, described design goals for the first phase: a walkable, activated public realm with a central 'West Plaza' park, a Paseo with small-scale retail and cafes, ground-floor retail integrated with residential above, mature tree plantings and a valet/drop-off area called 'Scottsdale Plaza.' Malara said ownership views the project as a "legacy project" and committed to implementing streetscape and landscape improvements as part of phase 1.
Board members asked how parking would function during early phases if a large parking structure is deferred; project team said residents will have structured parking in phase 1 and visitors may use perimeter surface parking or valet. Several board members praised the project's materials, the plan to underground utilities and the public open space.
Two DRB members recused themselves from this item due to project involvement (identified in the transcript as Commissioner Brandt and Commissioner Fahid, with Fahid online and not allowed to vote).
