Commission signs off on schematic designs for four parking garages, including Peabody and Park Street

The Birmingham City Commission voted to approve schematic designs from BCT Design Group for improvements to four city parking garages and authorized staff to include the concepts in upcoming comprehensive repair bid packages.
Parking Manager Aaron Ford introduced the presentation and BCT principal Brian reviewed proposed treatments for the Peabody, Pierce, Park Street and North Old Woodward garages. Design concepts include interior accent painting and murals, accent lighting and linear fixtures to improve wayfinding, small "eyebrow" canopies at pedestrian entrances, and façade options such as panelized metal elements to modernize exterior appearance. BCT said the designs are intended for incorporation into a holistic repair scope rather than a piecemeal approach.
Commissioners asked detailed questions about lighting controls and color temperature, potential light pollution and dimming/motion detection to meet code, the ordering of bids and phasing of work (Chester already approved in concept but not yet fully bid), and lifecycle/maintenance concerns for long‑life LED fixtures. BCT and staff said lighting will meet code requirements for occupant detection and programmability and that final product and pricing details will return with bid packages.
A motion to adopt the schematic designs and authorize staff to carry them into the comprehensive repair projects passed on a roll‑call vote recorded as unanimous.
