Lufkin council moves Tree Board duties to Parks and Recreation Advisory Board

The Lufkin City Council approved a package of ordinance actions to consolidate the Tree Board’s responsibilities into the Parks and Recreation Advisory Board.
City staff said the Tree Board had been established to develop and oversee a plan for trees on public land, handle appeals and concerns about landscaping and vegetation on public property, and that the proposed ordinances remove references to the Tree Board from the city’s zoning code and other sections of the Code of Ordinances. Staff told the council the changes keep the zoning ordinance consistent with current practices and that Planning & Zoning unanimously recommended approval of the amendments.
Council sought clarification about whether reassigning duties would affect eligibility for Tree City designation; staff said the reassignment will meet the requirement. After public hearings with no speakers, council moved, seconded and approved Items 7, 8 and 9 on first reading, which together amend ordinances and repeal remaining sections that formally established the Tree Board.
The actions consolidate tree-related duties and place appeals and responsibilities under the Parks and Recreation Advisory Board as reflected in the posted redlined ordinance copy included in the council packet. Staff recommended adoption; the council approved the measures on voice votes.
