Lawrence City approves $471,800 amendment for 46th Street and Post Road sewer project, extends design contract

The Lawrence City Council on Nov. 25 approved an amendment to task order No.5 with American StructurePoint that increases funding for the 46th Street and Post Road Lift Station inflow-and-infiltration removal project to a not-to-exceed $471,800 and also approved amendment No.1 to the firm's master services agreement to extend the contract term to Jan. 1, 2028.
Superintendent (Speaker 4) told the council the task order increase will move the project beyond preliminary design (about 50% complete) into final design, bidding, construction administration, construction inspection and post-construction services. The superintendent said the work is tied to “the EPA, the administrative order on consent” and that two of the five chronic sanitary sewer overflow locations identified are at 46th and Post.
On project specifics, the superintendent said engineering for a wet-weather detention tank is part of the next phase and that the intent is for a below-ground solution using storm chambers. "During a rain event, all the surplus will go into that," the superintendent explained, adding that the city would slowly pump the stored flow back into the system as surcharges abate and then send the flow to CEG for treatment.
Councilmember (Speaker 2) asked whether a site had been identified and whether the detention tank would be below ground. The superintendent said land acquisition is still pending and noted a parcel behind Monarch as an ideal candidate but said the city must determine willingness to sell and finalize arrangements.
The motions to approve the task order amendment and the master services agreement extension were each moved and seconded and carried on voice votes with no recorded dissent. The superintendent said the controller's office and Baker Tilly are working with utilities staff to present the budget at the next meeting.
Next steps noted by staff include completing final design work under the amended task order, advancing bidding and construction phases, and pursuing any necessary land acquisition for the detention solution. Funding sources for the increased task order amount were not specified at the meeting.
