Two members of the public used the council’s citizen‑comment period to press for changes and action.
Daniel Rapp reviewed the 14‑page proposed code of ethics and council rules and said it lacks language covering contractors, volunteers and contract employees. He also told councilors the draft includes insufficient enforcement and appeals mechanisms: "If you bring somebody on charges up in front of a court to wreck their life and their career, they're gonna say, you don't have the authority to do it," he said, and urged clearer penalties and an appeals process.
JD Masur described an incident in the Sharron Freeman neighborhood on Nov. 24 in which a resident confronted workers with a gun. Masur told the council he and Councilor Mazur went to the police department on Dec. 11 to seek a report and found none: "There is none. The police officer did not do a report," he said. Masur asked Councilor Sherrod Freeman and the administration to press Chief Bigsby for a response and to ensure reports are filed.
The chair concluded the public comment period and thanked speakers; no formal action was taken on the matters during the Dec. 17 meeting.
