Harbor liaison outlines $1.4M HUD grant, boat-launch grant timeline and breakwater repairs

Redondo Beach — At its Dec. 8 meeting, Harbor Commission staff provided progress updates on multiple waterfront projects and grants, including federal and state funding, project schedules and next steps.
Staff said the city is finalizing a $1,400,000 grant agreement with the U.S. Department of Housing and Urban Development to repair Basin 3 slips and dock infrastructure. "We are still finalizing the grant agreement with the agency to get the countersigned document and get going," a staff member said, and staff expects to take next steps in early January.
Staff also reported a $500,000 Coastal Commission grant to update the city's sea-level-rise assessment and local coastal program. The RFP to retain a qualified vendor has been prepared and is under final review by the Coastal Commission; staff said the RFP should post later this week so the work can proceed after the holidays.
On the boat-launch project, staff said City Council recommended Option E as the preferred boat-launch location and that consultants Moffatt & Nichol are preparing a grant application. "The application is due 02/02/2026," staff said, adding that Moffatt & Nichol's team has started technical studies for CEQA.
Staff said the Army Corps selected Connolly Pacific to perform breakwater repairs, with work scheduled from March through June and mobilization planned for February if weather allows. The Army Corps, the contractor and King Harbor Yacht Club will meet in January to review the schedule and siting.
For leases, staff said real-estate consultants Cosmock Companies have released a request for information for the Fun Factory site and are soliciting responses by Jan. 31, 2026. Staff also noted other operational updates: sea bass were moved to grow pens Nov. 20 and the International Boardwalk restrooms near Project Barley have reopened with ADA access.
Staff said the next Harbor Commission meeting is Jan. 12, 2026, when leasing agent Brian Campbell (BC Urban) and public-safety officers will attend. Several commissioners raised harbor safety concerns after a recent North Basin boat fire; staff said the harbor master is investigating and will report back in January.
