The staff LISA score for the requested tract was 64.5, just under the department’s 65 threshold. Brockway Township recommended approval.
Corey Omry told the commission he had approached an adjacent owner about purchasing an entitlement but was told the owner did not want to sell. Commissioners raised concerns about spot zoning and precedent if R‑10 zoning is granted in a larger AG area, noting that rezonings in transition areas can open nearby parcels to similar changes.
After debate, the commission moved to recommend approval. A roll‑call vote recorded the motion as carried 4–1; the rezoning recommendation will go to the County Board for consideration on December 2.
