Planning: Corolla Corner expansion will require conditional‑use modification, environmental check and lot‑line work

Porterville staff told an applicant on Sept. 10 that expanding the use at 420 North Beach Street (PRC 2025‑040, Corolla Corner) will require a modification to the existing conditional‑use permit and supporting plan changes.

Oscar Cepeda (planning) said the site is zoned RM‑3 (high‑density residential) and that modifying the existing conditional‑use permit will require a public hearing, noticing and fees. He noted fees associated with the modification process (fee for the modification $150) and a separate fee of $79 for staff to prepare a preliminary environmental determination if the applicant requests an exemption review.

Fire staff asked for occupancy details (age range and number of students); the applicant indicated the age group would be about 3 to 6 years old. Fire said that the change ups the occupancy classification and “so it’ll be an R‑4,” and that plans must show required fire‑alarm devices, fire extinguishers and Knox‑box key access.

Building staff said plans will be required for review and that an ADA parking stall likely must be added near the relocated activity area. Water and public‑works staff said backflow prevention and possible separate services for landscape will be required for a commercial use.

Planning and departments will compile their written comments and provide them to the applicant in about two to three weeks; the applicant agreed to provide the exact number of additional students and staff to inform the review.
