Milpitas council appropriates one-time funds for library security, park grants and youth jobs; reserves remaining balance

Staff presented a summary of remaining one-time funds (roughly $2.37 million after earlier allocations) and a staff recommendation to appropriate assigned fund balances for council-approved priorities. The staff list included items previously prioritized (temporary police office on Main Street, storefront/crime prevention assistance, Ring Doorbell neighborhood initiative) and new or remaining items under consideration.

Council used a consensus process to approve several one-time allocations before the formal appropriation motion: one year of library security at approximately $150,000 (about $100,000 for overnight security and $50,000 for maintenance and enhancements); $200,000 in matching grant funds for park improvements (to support construction-ready projects such as Sandalwood Park); and $80,000 for the Milpitas Youth Force summer jobs program. Council directed staff to include deterrent hardware and maintenance as appropriate and to explore longer-term approaches to address vandalism at library parking facilities.

Councilmember Chua moved and Vice Mayor Barbara Dio seconded a resolution to appropriate assigned fund balances or reserves for the approved one-time priorities based on prior prioritization and tonight’s consensus. The resolution passed unanimously by roll-call vote. Staff said they would provide follow-up information, and the city manager noted that remaining reserves and future budget discussions (operating budget study session in February) would provide additional context for funding decisions.
