Milpitas council adopts user and regulatory fee increases to help cover rising personnel costs

Finance Director Luz Cofresi Howe and staff presented proposed adjustments to the City's user and regulatory fee schedule for FY25–26, explaining the policy basis for annual interim updates and a comprehensive five-year cost-recovery study. Staff recommended targeted changes to recover personnel and service costs already in the financial forecast.
For most non–public-safety fees, staff proposed a capped adjustment aligned to CPI; public-safety-related fees were adjusted upward to reflect recent compensation increases for sworn and non-sworn public-safety personnel. Staff gave examples: building plan-review/inspection fees and fire-permit plan-review increases, and noted the parks and recreation fees are unchanged during the current interim update because they are part of the multi-year comprehensive study.
Staff estimated that, if changes had been in place for a full fiscal year, the net additional revenue might have been roughly $790,000 — a projection rather than a budgeted figure. After public hearing (no speakers), Councilmember Lian moved to adopt the resolution approving the FY25–26 user and regulatory fee schedule; the motion passed unanimously. Staff emphasized that approving the changes will reduce pressure on the general fund by recovering allowable cost increases from fee payers.
