Residents and students urge Scottsdale council to restore sustainability plan

Several Scottsdale residents and students used the non-agendized public-comment period on Dec. 1 to urge the council to reinstate the city—s sustainability plan and to oppose proposals they said would limit public comment.

Steve Sutton opened public comment with a petition-related presentation and said proposed rules changes would suppress residents. Dan Isaac asked the council to require charter officers to explain why staff undertook major agenda projects, suggesting either overreach or covert direction by a subset of council members.

Student speakers and longtime residents pressed the council on sustainability. Lila Yanko, a Desert Mountain High School student, called for reinstating a sustainability plan that addresses heat, water, waste and native habitat. Ryan Johnson, a former Environmental Advisory Commission member, said the plan reflected a multi-year volunteer effort and urged the council to restore it. Madeline Sherman disputed statements she said had mischaracterized the plan—s cost and content, saying the only direct cost for the plan was a $100,000 ASU contract and that the plan contained 95 action items.

Taylor Francis, an airport operations supervisor speaking in a personal capacity, highlighted Scottsdale Airport—s operations and economic impact figures and thanked the public for support during a recent federal shutdown. Serena Sun, another student, raised concerns about light pollution and its ecological and human-health effects and urged reinstatement of sustainability measures.

Council did not vote on the sustainability plan during the meeting; staff and council members acknowledged the concerns and the petition will be investigated per a later council direction on process. Several speakers cited documents (city treasurer materials and the plan itself) to support their claims; the transcript records the claims and requests but not a council decision to restore the plan at this meeting.
