Medina County commissioners consent to Clark County revenue bonds for Ohio Masonic Home, approve contracts and weekly bills

The Medina County Board of Commissioners on Tuesday moved several routine items and approved a resolution consenting to Clark County’s issuance of revenue bonds to finance hospital facilities for the Ohio Masonic Home and certain affiliates, including facilities located in Medina County.

An unidentified board speaker said the item was brought forward after a public hearing at 9 a.m. and noted that because some bond proceeds will fund improvements in Medina County the Board’s approval was required. The board’s consent referenced Chapter 140 of the Ohio Revised Code and the requirements of section 147(f) of the Internal Revenue Code. A motion to approve the consent passed on a roll call vote.

Commissioners also approved a set of routine county resolutions: the county engineer was authorized to purchase a new model-year half-ton 4x4 pickup truck; the sanitary engineer was authorized to obtain a temporary easement on East Smith Road for the Champion Creek streambank project; and Human Resources presented personnel changes including three rate increases, a promotion, several transfers, a leave of absence and one resignation — all approved by roll call.

Finance Director Brett Thomas presented six finance resolutions, including an expenditure-adjustment item, inventory transfers, an excess property resolution, authorization to purchase regular unleaded gasoline for the engineering center, travel/expense approval for county officials and the weekly bills. The board approved the weekly bills, which totaled $618,724.79.

County administration brought three additional commissioner resolutions to the table: renewal of a contract with the health department to provide dental services and immunizations at the Medina County Jail (dental services were presented with a contract cap of $19,715.40 for the 12-month period), execution of a local jail capital project grant agreement seeking state reimbursement for completed platform work, and an annual purchase-of-service agreement with the Western Reserve Area Agency on Aging for Title III senior food services. Each of these passed on roll call.

The board also approved appointments to the Medina County Drug Advisory Committee and confirmed an appointment of Steve Hambly to the Emergency Management Agency Executive Committee; one self-nomination will be acted on by an advisory group in January 2026. With no public comment, the board adjourned.

What’s next: Several items mentioned for future meetings include sanitary fee and code amendments and the county’s demographic projections project; the sanitary engineer said those fee and regulatory revisions will be circulated to stakeholders for review prior to formal presentation.
