Greenwood board reviews multiple P3 applications, discusses no‑show policy and approves administrative items

At its Dec. 10 meeting the Greenwood Stormwater Board reviewed several public–private partnership (P3) applications and handled routine administrative business.
Staff summarized three P3 applications: Cobblestone HOA requested $22,208 (half of a $44,415 estimate) to install aeration systems in three ponds; staff scored that application highly (score: 8) and recommended conditional support pending an updated operations-and-maintenance manual and an HOA newsletter public‑service announcement about aeration benefits. Timber Valley requested support for riprap but received a low score (1) and staff advised against funding that application. Shepherd's Grove (identified in the record with applicants Claude and Joyce Gilkerson and a related street name) received a score of 0 and did not meet board criteria.
Board members expressed a preference to have applicants present in person when possible; staff and members discussed a potential policy of marking repeat no‑shows after two missed appearances. The board asked staff to respond to applicants who failed to appear and to request in‑person attendance when appropriate.
On administrative items the board accepted Grand Vista Section 3 of an operations‑and‑maintenance manual and authorized the mayor to sign on the board's behalf. The board also approved a claims draft by voice vote. Staff said the annual utility rate study would be presented at the January meeting after additional consultation with the mayor's office.
No formal funding awards for Cobblestone, Timber Valley or Shepherd's Grove were finalized at this meeting beyond the guidance and recommendations recorded; staff will follow up with applicants.
