The Greenwood Board of Zoning Appeals on Dec. 8, 2025, voted 5-0 to grant a variance allowing a lot-size increase that will enable the proposed Greenwood Place development to combine parcels and create an approximately 166,000-square-foot lot.
Petitioner Gregory Ilco, on behalf of MDW and B Realty and Development and Residential Care 9 LLC, sought relief from section 10-02-19-a of the Unified Development Ordinance to increase the commercial medium-format zone maximum lot area from 100,000 square feet to roughly 166,000 square feet. Dustin Myers, representing Frostwood Gears, described the proposal as a consolidation of three Greenwood Meadows parcels with parcel 3471 to support six multifamily residential buildings, a clubhouse, sidewalks, access roads and a detention facility.
"We are requesting to be just over 166,000 square feet with the combination of the 3 Greenwood Meadows parcels and the 3471 parcel for an overall development of Greenwood Place," Myers said during the public hearing.
Planning staff recommended approval, telling the board the consolidated development is under single ownership and entitled to the design and layout presented. The board first voted to admit the notices, maps, photographs, the petitioner’s application, staff report, certified copies of the UNDO and comprehensive plan, testimony and all exhibits into the record before taking the variance vote.
A board member moved to approve the requested relief "with no conditions," and the motion carried unanimously. The board then directed the director/corporation counsel office to draft written findings of fact incorporating the record; the board expects to take final action on those findings at its January meeting.
The petitioner and staff were encouraged to continue coordinating with city staff on plat and permitting issues; the planning commission will also consider a related plat vacation that the petitioner said is contingent on the variance.
