Redevelopment Commission approves riverfront permit, railroad construction agreement and final Madison Avenue trail phase

The Greenwood Redevelopment Commission approved multiple project recommendations and contracts at its December 2025 meeting, including a riverfront permit recommendation for 202 West Main Street, a construction agreement with the Louisville & Indiana Railroad Company tied to Main Street work, and the final phase of the Madison Avenue trail.

On the riverfront application, an applicant joining by Zoom identified as Mister Kantor asked the commission to recommend that 202 West Main Street be considered eligible for a riverfront permit as the applicant seeks to acquire the existing business at that address. Kantor said the intent is to keep the establishment largely as it is. Staff advised the commission that any motion should also recommend eligibility under Indiana Code 7-1-3-20-16(d). The commission made the recommendation and approved the motion by voice vote.

Regarding Main Street construction, staff described an agreement with the Louisville & Indiana Railroad Company necessary because construction work will occur adjacent to railroad property. Staff member Kevin explained the railroad requires prepayment for engineering and potential flagging services; in discussion he cited an estimate of about $127,000 with roughly $21,000 already paid and roughly $100,000 remaining to be paid to the railroad (figures reported by staff and described in the meeting as estimates). Commissioners asked about the scope and what tasks the railroad would perform; the commission approved the construction agreement by voice vote (recorded 4–0).

Commissioners also approved the final phase (Phase 4) of the Madison Avenue Reconstruction, a design intended to extend trail connectivity near the mall and toward Fry/Friday Road. Staff described a design estimate of $96,700 for this phase and said the plan would create a separated multiuse route rather than the current narrow sidewalk. The motion to proceed was approved by voice vote.
