Votes at a glance: Greenwood council passes salary, code and development measures (Dec. 15)

The Greenwood Common Council approved a number of ordinances and resolutions at its Dec. 15 meeting. Highlights and official outcomes follow.

Sponsor explained the ordinance revises the composition of the 'discussion team' to the mayor, deputy mayor and controller to streamline access to budget-makers.

- Resolutions 25-22, 25-23 and 25-24 (Redevelopment Commission / EDA and allocation-area matters): Each passed first reading 8–0; staff said tax-impact statements are being prepared for affected taxing units.

- Resolution 25-21 / Ordinance 25-30 (annexation and fiscal plan): The fiscal plan (Resolution 25-21) was adopted and Ordinance 25-30 (annexation of roughly 66.45 acres as amended to include planning-commission commitments) passed second reading 8–0.

- Ordinances 25-31 through 25-37 (various code amendments including general penalties, animal care, exterior vegetation enforcement, abatement language, garbage/curbside rules, abandoned vehicles, parking regulations): These items were taken up in second readings; an amendment to Ordinance 25-36 added language to tie nuisance findings to negative impacts on neighboring property value. Most items passed on roll calls recorded as 8–0.

All recorded votes shown in the meeting transcript were unanimous in favor (8–0) on the items recorded as passed at this session. The council also confirmed routine administrative items, heard committee reports, and concluded with miscellaneous business including a traffic-signal timing concern reported for Emerson and County Line.
