Fremont Elementary principal reports mixed assessment trends, highlights 'Walk to Read' intervention

Fremont Elementary Principal Alberto Bustamante presented site data to the board Dec. 10, reporting enrollment of 698 students, a migrant population of 123 and a 67 percent English-learner share.
Bustamante walked trustees through multiple years of SBAC and site data, saying language arts showed some cohort growth but math scores were a bigger concern. He described targeted strategies including cohort tracking, anchor charts, sentence frames, vocabulary supports with images for English learners, and a "Walk to Read" model that organizes 30-minute, skill-based reading blocks across grade bands.
"Our mission is that Fremont Elementary is a community where every child receives an equal and an equitable education," Bustamante said as he outlined interventions and the use of new diagnostic software (i-Ready) to regroup students and plan six-week instructional cycles.
Trustees praised the site’s approach to cohort analysis and asked clarifying questions about the Walk to Read format and the VITAL coaching supports. Bustamante said early evidence from the first cycle allowed staff to regroup students and that the program is on a daily schedule at the school.
The presentation underscored district concerns about math foundational skills and described efforts to integrate science and expand parent trainings and wellness supports.
