Stearns County approves Justice Center bid advertisement, directs permit submissions contingent on annexation

Stearns County moved forward Dec. 2 on preconstruction steps for a new Justice Center. County facilities manager Kevin Cornick told the board staff had finalized four bid documents and recommended two formal actions: (1) advertise for bids on the Justice Center main building and an accessory building contingent upon successful parcel closings and a Saint Cloud annexation ordinance; (2) submit building, plumbing, food service and related permit applications to applicable jurisdictions to begin plan review.
Cornick said the team anticipated about 70 scopes of work for the main building and about 25 for the accessory structure and that staff had intentionally separated scopes to allow smaller and local firms to bid. He outlined a tentative schedule to advertise the week of Dec. 15, accept bids through January and hold bids for up to 60 days to allow time for evaluation and negotiation. Cornick described contract language to limit county exposure (cancellation for convenience, phased notices to proceed and limiting early payment obligations) and recommended proceeding despite some permitting and annexation tasks that would extend past the 60‑day window.
The board approved both staff recommendations by voice vote: the motion to advertise bids was moved by Commissioner Clark and seconded by Commissioner Persky; a separate motion to submit permit applications was moved by Commissioner Notch and seconded by Commissioner Johnson.
Why it matters: Advertising bids and starting permit reviews move the project from planning to procurement and begin the clock on a large capital bond that staff say will be the county’s largest. Staff characterized the approach as risk‑aware, preserving a spring construction start while limiting potential contractual exposure.
