Tremblay said notices will include information on how to protest, details about low‑water rebates and upcoming information sessions, tours at the Warren facility and a public hearing; staff offered to return to the council with a more detailed presentation after residents begin receiving notices.
Tremblay compared District 8’s proposed increase to other districts, saying Carson’s per‑parcel increase is lower than some neighboring districts (her slides referenced examples of $2–$3 monthly increases for other districts), and noted that Carson’s existing rates are among the lower rates in the state.
