Scottsdale council adopts Westworld infrastructure master plan; feasibility and funding to follow

Scottsdale City Council on Dec. 2 adopted an infrastructure master plan (Resolution 13569) for Westworld that outlines long‑term capital concepts including access and parking improvements, drainage upgrades and additional shade structures.
Will Loftahl, general manager of Westworld, joined the presentation with consultant representatives to describe the plan as a multi‑year framework rather than an immediate spending commitment. "This is a master plan for the future for assets," Loftahl said, stressing that the plan itself does not authorize construction and that any capital project will return to the council with preliminary design and cost estimates.
Council members pressed staff to avoid a piecemeal approach in which projects proceed to budget without adequate feasibility work. City Manager Greg Caiden said the next steps will include feasibility and design (preliminary design to about 30 percent) before capital requests, a process intended to provide tighter cost estimates and reduce surprises. "That step where design, scope, feasibility... we're really enhancing that and doing that more regularly," Caiden said.
Staff described a multi‑segment drainage improvement program tied to the master plan: the first segment is slated to start next late spring with the Bahia drainage component hoped to be completed by late summer; other components, including Westworld Drive drainage, are tentatively scheduled through 2027 and beyond. Loftahl told council the facility generates about $8 million in annual revenue and that staff will present more detailed operating and capital projections alongside an expected Westworld business plan in the first quarter of next year.
Council voted in favor of the resolution to adopt the plan, with members saying they supported master planning as a way to align grant opportunities and business planning before committing large capital amounts. Several council members asked that future capital projects built from the plan come to the council with refined cost estimates, funding sources and procurement steps.
What happens next: Council adoption authorizes the master plan to guide future feasibility studies and capital programming. Staff said they will return with phased project scopes and funding options before any construction appropriation is requested.
