Woodbury County board sets Dec. 9 bid opening for LEC demolition, targets March 2026 completion

The Woodbury County board voted unanimously on Nov. 26 to set Dec. 9 as the date to open bids and to receive and award the contract for the LEC demolition project at 407 7th Street.
The board set a 3:00 p.m. bid-opening on Dec. 9 in the Woodbury County Courthouse Board Office and scheduled award of the contract for 4:40 p.m. the same day in the Courthouse Board Meeting Room. Motion to set the date was made by Bittinger and seconded by Nelson; subsequent procedural motions to authorize staff to open submissions and to receive and award the contract also passed 5-0.
Kenny Smits of building services told the board that a pre-bid walkthrough earlier that day drew roughly 20 contracting firms, a sign of contractor interest in the project. "We did have a pre bid walk through with contractors today ... around 20 different contracting firms that came to that walk through," Smits said.
Terry Glade of CMBA Architects, speaking for project consultants, said the bid requires the demolition work to be completed by March 2026 but warned that weather could affect soil compaction and backfill operations. "The bid stipulates they need to be done by March of 2026. Weather could play a factor in that, just as far as getting the soils compacted back in there properly," Glade said, noting soil work is likely the biggest schedule risk.
The board also authorized that either the county auditor, an auditor's representative or the building services director may open bid submissions; the board ultimately moved to authorize the building services director to open bids. County auditor Michelle Scaff confirmed the procurement language was included to allow flexible designation depending on staff availability.
No members of the public spoke during the project's public hearing the same day; the hearing was opened and then closed after receiving no comments.
Next steps: bids will be opened at 3 p.m. on Dec. 9 and the board will consider awarding the contract at 4:40 p.m. that day in the Courthouse Board Meeting Room.
