Woodbury County awards LEC demolition contract to lowest responsive bidder

The Woodbury County Board of Supervisors voted unanimously to award the demolition contract for the Law Enforcement Center (LEC) to Lieber Construction after county staff opened 17 competitive bids and architects reviewed responsiveness.
Kenny Smith of building services confirmed the county received 17 bids. CMBA Architects’ Terry Glade told the board that three bids were rejected for incompleteness — incomplete bid bond or missing change-order percentage — and that Lieber Construction was the lowest responsive, responsible bidder with a base bid of $518,418.18. “At this point, it appears that Lieber is the lowest responsible, responsive bid at $518,418.18,” Glade said.
Glade and county staff warned the board that the base bid does not include any additional work to replace frozen or out-of-spec fill material; the bid includes an additional unit price of $30 per cubic yard for any such fill. The board voted to receive the bids and then to award the contract and authorize execution by digital signature; the award passed 5-0.
The architects said they had reviewed bidder status forms, subcontractor lists and bid bonds to confirm compliance with solicitation requirements before recommending the award. Board members noted the strong response at the pre-bid walkthrough and the large number of bidders.
Next steps are contract execution and contractor mobilization under the terms read into the record; staff said further change orders would be handled per the contract’s procedures.
