Debbie Kiley, director of Medina County Job & Family Services, briefed commissioners on caseloads and program activity during the meeting.

Kiley said about 22,000 Medina County residents are enrolled in Medicaid. She reported that in November the division issued more than $3,000,000 in SNAP benefits to roughly 9,500 residents and distributed just over $70,000 in TANF cash assistance for low‑income families with minor children. She said the department has processed about 600 requests during the current open‑enrollment period and typically receives roughly 1,500 additional requests over the remainder of an open‑enrollment cycle.

On child welfare, Kiley said the division received more than 200 calls alleging abuse and neglect since Nov. 1 and currently has 88 children in care, up from 85 the prior month; she said 65 are in traditional foster care and about 23 are in congregate or treatment facilities, with five children placed in pre‑adoptive homes awaiting finalization in 2026.

Kiley also noted state‑level discussions about future reductions in federal match for SNAP and said the legislature has signaled it will not authorize additional dollars until a work group convenes; she said the work group composition will be selected by the state and that county directors cannot self‑nominate for that forum but that she has repeatedly raised her interest to participate.

Kiley committed to keeping commissioners updated as state conversations proceed and as household counts and program‑eligibility issues evolve.
