The Medina County Board of Commissioners on Dec. 9 approved a package of routine resolutions covering sanitary‑system regulations and fees, personnel actions, multiple finance adjustments and a slate of appointments.
Among items approved were five sanitary resolutions presented by county Sanitary Engineer Jeremy Cinco that amend the fee and charge schedule, revise the sanitary engineer—s code of regulations, authorize issuance of a request for qualifications for design services, authorize Hazen & Sawyer to analyze a Westfield wastewater‑treatment option and authorize purchase of a 4x4 pickup for line maintenance. A motion to approve the five items passed on a roll call vote of the commissioners.
Human Resources presented a personnel resolution that included one new hire in sanitary, one appointment change at the county home, four rate increases (two at Job and Family Services, two in sanitary), a leave of absence in transit, two resignations and one sanitary retirement; that resolution was approved by roll call.
Finance Officer Brett Thomas summarized eight finance resolutions covering expenditure adjustments (largely grant movements), cash transfers for the social‑service levy fund, an addendum to a forecasting contract with ISA for county sales‑tax projections (an additional $6,000 to extend forecasts to 5‑, 15‑ and 25‑year horizons), print shop revenue transfers ($380.55), gasoline revenue for November ($16,531.62), expenses related to county officials (including a sheriff trainee at the police academy) and weekly bills totaling $1,591,893.51. Commissioners approved the finance items.
The board also approved administrative resolutions presented by County Administrator Matt Spinner, including design services for capital improvements at the Highway Engineering Center, acceptance of a donated 2009 ambulance for covert sheriff—s operations, an annual jail medical services contract (about $55,000) and an annual agreement with Alternative Paths for substance‑use and mental‑health services in the jail.
Commissioners confirmed appointments to the Transportation Improvement District and named representatives for the County Commissioners Association of Ohio annual meeting. They appointed two members to the Medina County Port Authority Board of Directors and approved appointments to the Community Corrections Planning Board.
During public comment, Amanda Chapman of Elite and Sharon Falls Development raised concerns about recent sanitary code changes, including expanded easement widths and county meter sizing; Jeremy Cinco and staff committed to provide the requested documentation and follow up with the developer. On wastewater planning, commissioners directed Hazen & Sawyer to complete an analysis of Westfield options before further negotiations or meetings with Village of Westfield officials.
The meeting was adjourned after final procedural business.
