KELLER, Texas — At the city’s public comment period on Dec. 16, residents from 505 Charles Street urged Keller officials to address recurring flooding that has left up to eight inches of standing water in backyards after modest storms.
Lisa Mead told council she and neighbors had obtained professional drainage quotes ranging from $15,000 to $30,000 to fix drainage concentrated at a single engineered outlet that discharges at her fence line. "We are being told that we are responsible for diverting and draining other people's water," Mead said, describing repeated calls for help and requests for the city to evaluate the upstream parcel.
Lyndon Wilson, who lives at the same address, cited state law: "Under section 11.086 of the Texas water code, it is unlawful to collect or divert surface water in a way that damages another person's property," he told council, urging the city to accept a third‑party evaluation of the adjacent property that appears to be diverting runoff.
Both speakers said they had presented the issue to planning and zoning and were told to bring it to council. They asked for accountability and for the city to consider third‑party engineering review. Staff acknowledged the complaint and the legal citation and indicated staff would follow up but did not provide a definitive legal finding at the meeting.
