Clinton County Council approves year‑end appropriations and transfers to close out budget

At its December session the Clinton County Council approved year‑end financial housekeeping measures: an additional appropriations ordinance and a slate of transfers to cover shortfalls and reconcile line items before the end of the fiscal year.
The council adopted Ordinance No. 2025‑23, which included a $20,000 appropriation from the county’s cash balance to the HRA/HSA line to correct a shortfall related to a post‑budget health insurance decision; a $400 Parkview Home gift for resident supplies; a $699 EMS donation from NHK earmarked for body armor; and $2,457.83 drawn from public defender service fee funds for Superior Court pauper attorney fees. Council member Carol moved to adopt the ordinance and Mary seconded; the vote was 7–0.
Council then approved a detailed list of transfers across departments, with a number of adjustments inside EMS funds (moving paramedic payroll and related benefit lines between funds 1151 and 1236 to cover timing differences in reimbursements), small transfers for clerk and assessor office items, and minor bookkeeping moves for several special funds. The chair explained the transfers were internal re‑allocations to cover payroll and benefit timing, not new net appropriations. A motion by Jeff, seconded by Joe, carried 7–0.
The council also acknowledged receipt of the auditor’s financial report and budget status for submission to the State Board of Accounts.
