Department certifies 2025 promotional eligibility lists; approves October minutes

The Department of American Mission approved its October minutes and certified promotional eligibility lists for captain and lieutenant during a Dec. 17 meeting.

Chief Michelle presented the department's promotional processes and announced that Kurt Rockwell had been promoted to lieutenant, saying, "I would like to congratulate, Kurt Rockwell on his promotion to lieutenant." She told the board the captain's promotional process produced three candidates and asked the commission to certify the 2025 eligibility list, which the chief said "will last for 2 years." Chief Michelle also noted that the lists would be posted at all stations and described the scoring components as including a written test, assessment and chief review: "So double, triple, quadruple check the scores."

A motion to approve the October minutes was made and seconded and carried by voice vote. Later, Matt Holmes moved to "approve and certify the 2025 eligibility list for promotion to captain, as presented by Chief Michelle," a motion seconded by Mike Tapp; the presiding officer called for a voice vote, and the motion carried. Holmes also moved to certify the eligibility list for promotion to lieutenant as presented by the chief; the motion was seconded (recorded as Cindy) and carried by voice vote.

Board members and staff discussed logistics for posting the lists and anticipated future openings "as we have a new station and also through attrition," the chief said. The board set its next regular meeting for Wednesday, Jan. 28 at 4 p.m. in Council Chambers and adjourned at 4:08 p.m.
