The Clinton County Council on Tuesday formally acknowledged receipt of a sworn affidavit from the county recorder that outlines planned uses of the recorder’s perpetuation fund for 2026.
Kylie Mitchell presented the affidavit, citing Indiana Code 36‑2‑7‑10.2 and saying the statement is required by the state “to be filed and approved by the county fiscal body” before funds may be used for anything beyond statutorily prescribed purposes. She told the council the affidavit lists proposed uses for the coming year, including deputy salaries and a file‑indexing project.
Council member Jeff moved to record receipt of the affidavit for the minutes; Council member Mary seconded. The motion carried 7–0. The chair said receipt is the first of a two‑step process and that the recorder will follow with an ordinance for the council’s later consideration.
The acknowledgement does not itself authorize expenditures. Under the cited statute, the recorder and county fiscal body must both approve any non‑statutory uses of the perpetuation fund; the council’s acceptance of the affidavit clears the administrative step needed before the ordinance is drafted and presented.
