Developer seeks annexation and RM zoning for 66.45-acre Windfill site; commission recommends approval with traffic and infrastructure commitments

Tony Gonzales, speaking for the proponent, presented the Windfill annexation and rezoning request (PC2025-075) to the Greenwood Planning Commission on Dec. 8. The proposal would annex approximately 66.45 acres and rezone it to RM (residential medium) to accommodate what Gonzales described as roughly 164 single-family homes, open space and multiple ponds. Gonzales estimated a construction start in late 2026, with sectioned development through 2027–2028 and potential completion around 2030 if approvals proceed as expected.
During the public hearing, resident Michael Myers questioned whether homes would match existing neighborhood quality and raised concerns about fencing, nighttime lighting, traffic increases, potential county ditch assessments and pressure on police and school services. "Are these gonna be that 300,000 home?" Myers asked, adding worries about traffic on Cones Road and potential impacts to his property.
Staff recommended a favorable action and identified several commitments to mitigate infrastructure impacts. The motion forwarded to the Greenwood Common Council included five specific commitments: completion of a traffic-impact study; working with engineering to determine a restricted donation amount for proposed roundabout improvements at 5 Points/Main/Combs; coordination on Combs Road/5 Points Road improvements; provision of a pedestrian crossing to connect to the planned trail network; and an effort to align the proposed 5 Points Road entrance with the adjacent Sagebriar entrance to improve intersection safety and flow. Staff also noted the site is consistent with the city’s comprehensive plan and that some right-of-way dedication and trail connections are part of the proposal.
In discussion commissioners asked about housing mix and density; Gonzales said the product would be primarily single-family homes and that mixed-density housing had been discussed with staff but was not part of the present proposal. Staff emphasized that additional detail and technical review (for drainage, the TIS and final commitments) will be required before construction and that any restricted donation amount would be informed by the traffic-study findings.
The commission voted to recommend approval of PC2025-075 to the Greenwood Common Council with the stated commitments; the motion passed unanimously where recorded. The recommendation transmits the list of commitments for the council’s review and sets the traffic study and engineering coordination as conditions for future approvals.
Next steps: the items will be certified to the Greenwood Common Council for final action and the developer and staff will complete the traffic-impact study and coordinate engineering requirements prior to any plat or construction permits.
